we would better say از مرز فراركرد unless we should deliberately want to sound vague or ambiguous – which is incidentally sometimes the case especially with officialese or journalese language as well as the case with the people who unabashedly speak that language to sound great or imposing to their own thinking. The same ambiguity and vagueness applies to the Persian word اقدام (به كاري) كردن so that اقدام به فرار از مرز كرد has exactly the same level of ambiguity in Persian as مبادرت به فرار از مرز كرد. in that neither is express whether the doer did it successfully or unsuccessfully so that the sentence may correctly be followed by such sentences as ليكن قبل از فرار دستگير شد which means he did it unsuccessfully, or و در حال حاضر در يكي از كشورهاي همسايه به سر ميبرد. which means he did it successfully.
